The main content of monitoring is determined based on the indicators of China's well-off index system for people with disabilities and the main indicators of the second national sampling survey of people with disabilities, including the survival, development, and environmental conditions of people with disabilities, as well as the situation and changes in their living, rehabilitation, education, employment, community services, accessible environment, legal services, and other aspects. This monitoring was conducted in 31 provinces, autonomous regions, and municipalities directly under the central government. Based on the sample framework of the Second National Sampling Survey of Persons with Disabilities, one survey community was selected from each of 734 county-level samples as a national monitoring sample unit to monitor the qualitative status of all persons with disabilities and their families in that community. The monitoring period is from April 1, 2006 to April 1, 2007.
